notify +v/+o users about the internal clubstatus

clonejo requested to merge clonejo/ircbot:feature/notify-about-internal-status into master

Use PRIVMSG +#CHANNELNAME MESSAGE to notify +v and +u users in a channel about the internal (authenticated/private) status. This way, club members are not confused by neuer Raumstatus: closed messages when the internal status is private open.

Even works when sending !status to a channel.
